For agents representing premium properties with larger, generous spaces, finding reliable long-term tenants can often be a complex and time-intensive process.
Melcasa offers a professionally managed, medium-term coliving solution that simplifies this process while maintaining the quality and presentation of your listings.
What Agents Gain
Not at all. Your agency retains total management rights, full fees, and complete control.
Melcasa acts as your master corporate tenant under a standard residential lease. Your team continues to manage the master tenancy for the owner and collect your standard management commission. We simply handle the day-to-day resident sub-tenancies, occupant communications, and routine upkeep—stripping away administrative noise while preserving your client relationship and revenue stream.
Consumer Affairs Victoria – Rental Providers & Agent Responsibilities
We utilize standard Victorian Residential Tenancies Agreements (Class 1a/1b compatible).
There is no need to navigate complex commercial leases. Agreements are executed using Consumer Affairs Victoria’s standard Residential Rental Agreement directly with our corporate entity Melcasa Pty Ltd. We include a refined operational clause permitting Melcasa to register and operate the home as a fully compliant Class 1b rooming house.
Consumer Affairs Victoria – Residential Rental Agreements
Yes. Melcasa holds a fully active Rooming House Operator Licence.
Under the Rooming House Operators Act 2016, operating in Victoria requires formal accreditation from the Business Licensing Authority (BLA). Melcasa has passed all mandatory corporate police checks, financial viability audits, and "Fit and Proper Person" screenings. Our licence details and credentials are provided directly to your team prior to lease signing.
Business Licensing Authority / CAV – Rooming House Operator Licensing Scheme
Your agency maintains full statutory rights to inspect the property as normal.
Your team retains complete entry rights under the Residential Tenancies Act 1997. Melcasa coordinates room access in strict alignment with statutory Consumer Affairs Victoria (CAV) notice periods. In fact, because we conduct weekly common-area cleans and monthly safety audits, property managers consistently find our residences maintained in far superior condition to standard residential lets.
Consumer Affairs Victoria – Rental Provider Entry Rights & Inspections
Melcasa operates as an absolute operational shield for your agency.
For minor maintenance, resident queries, lost keys, or minor repairs, our dedicated on-site team and trusted trade network respond immediately. Your property manager is only brought in for structural or essential landlord obligations as defined in the master head lease—eliminating after-hours disruption for your team.

Melcasa absorbs 100% of the financial and tenancy risk.
Your agency receives one guaranteed, punctual monthly rent payment directly from Melcasa Pty. If an individual resident defaults on their room tariff or requires VCAT eviction, your guaranteed rental stream is completely unaffected. Our internal legal and compliance team manages all resident VCAT proceedings, legal expenses, and occupant transitions independently.
No. Standard Class 1a to Class 1b reclassifications require zero planning permits.
For standard residential dwellings (under 300sqm and fewer than 12 occupants), reclassification is purely an administrative and safety enhancement. Melcasa fully funds and manages all required additions—such as hardwired interconnected smoke alarms (AS 3786), door locks, and emergency evacuation diagrams—ensuring complete council compliance without structural alterations.

Occupancy limits are hard-coded into our licence and council register.
Under Victorian Class 1b standards and local council Prescribed Accommodation rules, maximum room occupancy is strictly governed by floor area. Melcasa maintains an active live Occupancy Register, enforces a strict one-person-per-room standard for single suites, and strictly prohibits unapproved overnight guests under our legally binding House Rules.
All utility accounts are transferred directly into Melcasa’s corporate name.
Your property manager never has to organize connections, divide bills, or chase usage payments. Melcasa covers 100% of ongoing electricity, gas, water usage, and high-speed commercial Wi-Fi directly, keeping utility management entirely separate from the landlord.
We provide complete corporate Public Liability and Professional Indemnity coverage.
Before lease commencement, Melcasa supplies your agency with current Certificates of Currency for our comprehensive Public Liability and Professional Indemnity policies covering all resident activity. We also assist property managers in guiding owners toward specialized Rooming House Landlord Insurance for building coverage.
It delivers guaranteed yield, long-term stability, and a 100% Land Tax exemption.
Recommending Melcasa allows your agency to present an elite, high-yield strategy to clients—especially those with large, hard-to-let executive homes. You secure a long-term corporate tenant, guaranteed monthly rent, reduced wear-and-tear through professional upkeep, and the ability to unlock a 100% Victorian Land Tax Exemption for your landlord under SRO regulations.
Your agency remains fully protected, compliant, and risk-free.
Under Section 142D of the Residential Tenancies Act 1997, real estate agents are legally obligated to report suspected unregistered rooming houses. Because Melcasa is a fully accredited BLA operator managing formal council Class 1b registrations directly, partnering with us completely fulfills your statutory obligations. We provide copies of our BLA Licence and Council Registration Certificate for your compliance records.
Your team never has to step foot in VCAT for resident disputes.
Melcasa signs a master residential lease directly with the owner via your agency. We handle all individual resident residency agreements independently. Should a resident breach house rules or default on room rent, Melcasa manages all VCAT filings, legal representation, and enforcement directly. Your team only oversees the master corporate lease with Melcasa Pty.
Melcasa takes full ownership of on-site ESM compliance.
Class 1b residences require routine testing of essential safety measures (including smoke alarms, emergency lighting, and fire extinguishers). Rather than adding to your team's workload, Melcasa schedules, oversees, and logs all mandatory 2-yearly gas and electrical safety checks, as well as annual fire safety audits, providing certified reports straight to your agency.
Yes. Melcasa manages the complete administrative and physical transition back to a standard Class 1a home.
Should the owner choose not to renew our head lease, we manage every detail of the return process. We formally de-register the property with local council, coordinate with a Registered Building Surveyor (RBS) to re-issue the official Class 1a Certificate of Occupancy, remove rooming house signage, and provide complete documentation so your team can update the landlord’s insurance and SRO tax status seamlessly.
